synopsis: INT gen_smat(OP part;INT index,ref;OP res)

computes the seminormal matrix representing the permutation (12)(index+1,index+2) within the irreducible representation [part]+ oder [part]- of the selfconjugated PARTITION part, where the number ref handles, which part of the representing martix, transformed by alt_odg_trafo(), has to be given back as result. ref=0L indicates the first block, and ref=1L the second.
